中国人民大学企业管理博士;
美国Rutgers大学公共管理博士;
在美国佛罗里达州立大学公共管理与政策学院历任终身职助理教授、副教授、正教授。
2012年当选为美国行政科学院院士。
中组部千人计划特聘专家。

并曾任美国公共管理协会绩效管理分会会长,美国公共管理协会绩效与责任中心主席等。担任SSCI英文学术期刊《公共绩效与管理评论》的执行主编、并在多家SSCI英文学术期刊担任编委。

现任全国MPA教指委秘书长,美国公共管理协会中国分会会长,中国人民大学公共管理学院院长。
